  8.  AB    OBJECTIVE: The aim is to discentralise HIV/AIDS prevention and care
  9.        through empowement of community through multi sectoral aproach capacity
  10.        building. METHODS: Training of district, rural Centre and Community
  11.        level teams representing Key Leaders from various sectors. This groups
  12.        undergo training according to the needs and problems of the Community.
  13.        RESULTS: Over a 2 year period 7 district Key Staff, 22 Key Staff at
  14.        rural Centre level and 180 Key Community leaders at Community level in 8
  15.        selected Centres have been trained and have established HIV/AIDS
  16.        prevention and care activities in their communities and income
  17.        generating activities. CONCLUSION: If behaviour change is to be achieved
  18.        and sustained, emphasis should be empowering communities as they are
  19.        custodians of the law. Secondly there should be open discussion an sex,
  20.        sexual satisfaction and safer sex.
